Stillwater is the county seat of Payne county. It was the first settlement in the unassigned lands. Stillwater was founded in April of 1889 and incorporated as a city in 1899.  It was named after the nearby slow flowing Stillwater creek. In 1890 the Oklahoma Agricultural and Mechanical College (A & M) was founded in town. It was later named Oklahoma State University. (OSU)
